Every community has rules. What separates a well-run HOA from a frustrating one is transparency: whether those rules are clearly documented, consistently enforced, and genuinely serving the interests of residents rather than creating unnecessary friction.
Los Prados falls firmly in the well-run category. The Los Prados Community Association, Inc. publishes its Rules and Regulations, and those rules exist for a clear purpose: to allow every homeowner and tenant to fully enjoy their individual property rights while sharing common spaces respectfully with 1,357 other households.
Here is what every buyer and current homeowner needs to understand about how the community is governed and what the rules actually require.
THE GOVERNING FRAMEWORK
Los Prados is governed by a Board of Directors elected by homeowners. The board may employ a Chief Operating Officer, General Manager, or Community Association Manager to administer daily operations, but policy authority rests exclusively with the board. Every homeowner of a lot within Los Prados is automatically a member of the Master Association. This is not optional; HOA membership is a condition of ownership, not an elected one.
The rules that govern life in Los Prados come from two primary sources: the Covenants, Conditions and Restrictions (CC&Rs) and the Rules and Regulations document published by the association. The Rules and Regulations do not replace the CC&Rs; they supplement them. Both documents apply to homeowners and tenants alike.
VEHICLE AND PARKING RULES
Vehicles operated within Los Prados must comply with all state and local laws. No vehicle repair, maintenance, rebuilding, dismantling, or repainting of any kind may be performed on any lot or common area unless the work is done entirely within a closed garage. This is a meaningful restriction that maintains the visual character of the community and is consistently enforced.
The community has a dedicated RV storage lot with 205 spaces for residents who own recreational vehicles, watercraft, trailers, motorhomes, and camping vehicles. Use of the RV lot requires a leasing agreement with the association. Vehicles not covered by a leasing agreement are not permitted to park in the RV lot, and personal RVs and large vehicles generally may not be stored on individual lots in violation of the CC&Rs.
PET POLICIES
Pets are welcome in Los Prados, but the rules are specific. No pet may be left unattended in any common area. Homeowners and tenants must not feed wildlife, as encouraging pigeons or other birds to congregate in ways that create health hazards is strictly prohibited. Residents may not shelter stray animals or feral cats, and this includes any registered or unregistered feral cat colonies. All animals are subject to Nevada State Public Health Rules and Regulations.
Practically speaking, this means dogs on leash on the walking path, no feeding the birds by the golf course, and keeping pets within your lot or under your direct supervision in common spaces.
SOLICITATION RESTRICTIONS
Los Prados has a no-solicitation policy. No business cards, brochures, flyers, or door-to-door solicitations are permitted within the community unless the activity is directly related to HOA business, such as circulating a petition or ballot related to association matters. Political speech and political activities by homeowners and tenants are explicitly exempted from this restriction. Leaving unstamped mail or flyers in residential mailboxes is a federal offense and is prohibited.
COMMON AREA USE
The extensive recreational facilities at Los Prados are maintained for use by homeowners, tenants, their families, and invited guests. Motorized vehicles including skateboards, go-carts, golf carts, motorcycles, and automobiles are not permitted on common areas. The tennis and sport courts require presenting a valid Los Prados ID card or driver's license with the attendant at the Pro Shop to receive a key. Court reservations can be made by contacting the Pro Shop at 702-645-5696.
WHAT BUYERS SHOULD DO BEFORE CLOSING
Before closing on any Los Prados home, I strongly recommend requesting and reading the full CC&Rs and the current Rules and Regulations document. These are not long reads, but they are consequential ones. Understanding what the community expects before you move in is vastly better than discovering a restriction after you've made plans that conflict with it.
